Liverpool City Council has named eight contractors to deliver an ambitious £850 million highways framework aimed at accelerating critical infrastructure upgrades across the city.
Spanning four years, the Highways Planned Works Framework is designed to streamline procurement and ensure the efficient delivery of a wide range of projects—including road resurfacing, active travel schemes, bridge improvements, and signal upgrades.
Two-Tiered Project Bands
To manage projects of varying scale, the framework is divided into two value bands:
- Band 1: Projects up to £1.5 million
- Band 2: Projects over £1.5 million

The following firms have been appointed to the framework:
- Huyton Asphalt Civils
- Dowhigh
- The Casey Group
- J Hopkins (Construction)
- John Sisk & Son
- Eric Wright Civil Engineering
- John Graham Construction
- Aureos Highways
Supporting Sustainable Transport
This major investment supports Liverpool’s wider City Plan and Transport Plan, both of which place a strong emphasis on sustainable travel and active transport infrastructure.
Progress is already visible. The city’s ongoing highway improvements have seen over 100,000 square metres of road resurfaced and more than 100 tactile pedestrian crossings installed to improve accessibility.
Next week, work begins on the full refurbishment of Princess Drive in West Derby, marking one of the first major schemes under the new framework.
Additional Contracts Awarded
Separately, Dowhigh and HA Civils have also been awarded a £13 million highways maintenance contract, which will run for up to five years—ensuring ongoing upkeep and responsiveness across Liverpool’s road network.
